Honestly I think the Americans would win easily. They could call upon so many players to help, even with resources, no-one would have a chance.
How about the Europeans against the Amercians?
Of course all other continents would have to be in there too so you could have 3 wars and the 3 winners face each other and the last continent standing wins. It would be far easier to control and organize.
Then you could do the same for the countries/region of the winning continent to have a grand champion of players.
