The tactic is called "polarisation", and it generally occurs around an issue. In this case, "random massing".
To think that either OE or DDE would play without the other backing them up, is silly. It's like asking Bonnie to rob a bank without Clyde. If you catch my drift.


In any case, LRL keeps quiet, like it should, and leaves the speculation as to their motives and means to those with the imagination vivid enough to think of them.

I'm not sure what all the fuss is about with 'random massing.' If you read DDE policy and OE policy they are very similar. Just some of the definitions are a little different.
