no, it's not sadly. I haven't seen him buy a single USS. I've never seen him on ppt this wave. I know for a fact he's not using $'s this time.

USS doesnt nessecarily mean ppt, it can be a good strategy to dump the ppt and use that time for extra farming, specially in a good farming wave like this one

but we've caught him gaining huge amounts of resources in small periods of time, without any ppt at all. Plus, he's never untrained spies to my knowledge.

well he could have brought the USS for someone else like i did, some strange kind of strategy maybe, altho i highly doubt it 
Unless ofcourse they were paying the kind of naq one of my customers is, like nearly as good as buying it for my own account, and i was being generously cheap.

By the rules Zaphor is not cheating at all, if I sold my weapons and let him hit me he would get over 200 mil enough to buy him level 14. Of course it is not surprising how he can get so much naq.

Or maybe he pays them nothing as they are in same alliance or knows each others so they give him the favour to get "extra" naq...

It is smart what they are doing, if everyone who is helping him is playing q not just to help him but to fully play it then it is still smart. Instead of having lots of smaller accounts that alliance will have one huge account then he will be able to have a huge income and be more than able to pay the people back who helped them at this critical stage.
