I know of one player who had 1.6 Mill per day total a month ago, probably a lot higher now and I know he was in an officer ring with 2 other about the same.
I'd guess there are a few 2 mill + per day already

Amount of Naquadah required to upgrade spy level from 0 to 35 is 206,158,430,202,000.
the spy lvl would surely be a lot better option.......lets say spy 30 is an average now....with 35 I doubt anyone would see you unless he would train a lot of spies
spy lvl 30 with 1 mill spies trained
Covert action would be approximately 664,545,040,000.
spy lvl 35 with 1 mill spies trained
Covert action would be approximately 3,759,187,864,961.
About 6x time the amount.......train 15 mill spies and anyone who is enough fool to untrain several mill uu just to see you will just waste his time lol......

56 trillion covert, seems to be a bit of an exaggeration..
Although I can imagine, if you CAN have it with so few spies, it's quite the temptation.
Besides, if you can afford level 35, I'm sure you'll have a well established army as well, somewhere in the 200's million, preferably. Training 15m spies will be like wiping your behind with gold foil.
