In the following post, I will disseminate your first remark, to which I replied so quaintly, yet apparently too obscure for one to find the method behind my madness. So, here goes.

I will also draw on information given by your profile and prior posts.
First, I will list a few assumptions. Bear with me, as this may get tedious.
Assumptions:
1. You actually play this game.
2. You know how to read and write English.
3. You have a clue as to how the rankings work.
A few remarks to those assumptions are in order.
Ad 2. There is circumstantial evidence to support this; you apparently know how to write English, reading it is circumstantially supported by the fact that your jumble of English words actually makes some sense, in a strictly linguistic sense. Content-wise, we will see.
Ad 3. Your forum account is 5 days old and earlier remarks (prior posts) suggest you have not been playing the game for much longer than that. This could suggest you have no idea of how Admin looks at this game, and how testing several features, preventing exploits and other things is done, but in general, I would have assumed you would.
Having made these obvious statements, presumptions and observations, we come to the actual corda of this post.

I will list my (functionally rhetorical) questions in no particular order.
1. How do you deduce the plurality of "admin"?
2. How do you figure Admin's account, or humouring you, 'their accounts' are actively being played?
3. In conjunction with the previous question, how do you come to the conclusion said account is "powerful"?
4. If we were to say Admin wanted to have the most powerful account in the game,
and we were to say he would not be going about his business in the proper, time-consuming way, but rather create units, naquadah, turns and the rest for himself, what possible argument can you present that would give reason for us to consider this 'funny'?
5. If you are saying you're laughing about all this, meh.. that statement is pointless in itself. Not to mention confusing, as can be seen from this post.
Again, some remarks to illustrate my thought process..
Ad 1. Both question and answer are irrelevant, as the concept of "Administrator" isn't bound to plurality, an Administration can consist of an undefined amount of people. Admin Jason, being the subject of this thread, is one person. One person, one active account.
Ad 2. You do not. Unless.. memory serving, Admin massed Pianomutt20000 once. This was an active act of playing, but I believe this occasion has been a single instance. Admin has all right to play his game. Point being that Admin Account jtest is "permanently on PPT", hence not actively playing. Actively playing is defined as "regularly logging in to check current status, perform actions and possibly send messages, all within the parameters of the game". If Admin provides his own account with stuffs, he is not actively playing, as he is then breaking the parameters of the game.
Ad 3. In the hypothetical (and somewhat ridiculous) case of a positive answer to the previous question, namely "Admin is actively playing his game", how does one deduce Jtest is actually Admin's playing account? There are those who claim to know the proper ID/Name, yet if Jtest were Admin's playing account, he would, as stipulated in the above paragraph, not be actively playing. QED, Jtest is not his playing account.
Ad 4. I just did that myself, by my remarks on 2, so don't bother. You fail to prove any of the possible conditions have been met, so there's no case there.
Ad 5. Caesar, I hope not.
Concluding..
Jtest is not an actively played account. Even so, if this were the case, Admin being the highest authority ingame is free to do as he pleases. (*quote TOS here*)
As Jtest is not an actively played account, Admin is doing nothing "funny" as far as that is related. Voiding your bold remark.
