You implied it was cheating...
For second, the reasoning given to you didn't even mention MilitaryExperience but helping another player gain resources so...

i implied that they were cheating their way to a good ME - but not cheating as in ban them cheating
those are different ways and i implied that they were cheating themselves as well from a just ME as well as others who get knocked down the ranking
