Defense already protects income/covert. Why should it need to protect MS too?
MS exists to provide a bonus to attack/defense, not to give defense something else to protect.
Finally, a big MS costs a lot of naq, and without a defense to protect ones income, that likely means a player farmed that naq to build that MS.
Final question, Why shouldn't a player without a defense be allowed to have a big MS?
