i am a newb to this game my self but the 3.3b naq can be explained through the in game official black market. 3.3b naq is almost identical to the current rate you would receive from spending $50 on the official in game black market ( does fluctuate )

However you are wrong about the rate you would receive from spending $50 on the cash market. You would infact receive 3.25t not 3.25b.
