TC, that reduction in number of covert capacity to sab has been brought up before but nothing happened. I'd like that though it might be a nice compromise.
@Caprila - I can mass 10s of people in a night, how is sabbing different? (and massing actually costs me less men).
There comes a point in sabbing an individual where it's not worth it. Cost of weapons destroyed is less than cost of spies, that's even after a LOT of ACing and presumably waiting for them to be unphased covert wise.
