I personally think "The UnNamed" is a bit weak myself. The UnSpeakable was good.
I think The UnThinkable would have been a lot better.

Yes 1% as per usual.
Feb 2009 - Max Ascensions
The maximum number of ascensions has been increased to 22 (from 20).
The bonus structure remains the same...

Its when you get massed in the Ascended Realm. You loose all bonuses and the use of you ascended account for 14 days. With 4 days of Ascended PPT to help recover.

You should work on your ascended account to prevent being descended..
