If Noobert is suspended for defying a mod decision, then consistency would dictate that the same rule apply for other mods who do the same.
As it was an user based offense and not an offense Noobert did in his capacity as a mod and as suspension is a harder punishment then a regular board warning, logic dictates that normal users would get a board warning (probably after a verbal one), if they defy mod's decisions.

Yes, indeed it would

No, I would say mod suspension is a less harsh punishment. It in no way impairs ones basic uses of the forums, whilst a user warning is one step closer to.
I defended Noobert, and I stand by the fact that he did no more wrong than any of the other people in that thread, however he IS a mod, you mods SHOULD be a team.. in fact as far as that goes your pretty bad at it.. which is unfortunate, so yes.. a mod, disobeying another mod publically is more serious. There is no.. 'posting as a user' and ergo temporarily suspending your position as a mod. If you are a mod, you're a mod and your actions should reflect such all the time.
Buck's position in the war had and should have had no effect regarding Bias at all.. its is a disciplinary matter regarding mods disobeying mods. It does not matter at all to what situation it may belong, it is the principle of it.
As far as I am aware...the decision was signed off on by all three admins. I By no means do I imply this last sentiment to be a utter truth.. but all things are based on some truth.
