If you have office 2007 you can use my new QSheet.
Has everything covered; UP cost, MS cost, Tech cost, MS cost, covert level cost. What stats you will have if you invest in techs/weapons/covert levels.
How your income/up will change if you change between self CO and no CO..
Pretty much everything i could think of... so it makes it nice and easy to work everything out =)

(Its based on having all your basic techs; Siege Attack, Defence Fortifications, Covert Enhancements, AntiCovert Enhancements.
and the tech costs only works if you have 25% of the top tech)

how do you do that?

Id been working out different formulas for how everything worked over the waves I have been playing.
Had about 5 sheets with different things worked out. But once techs became linked.. they were a pain in the ass to work out.. took ages to figure out the formula. But best thing about that part, is you can work out the cost of any amount of techs. Not just 999. Its correct for 99,999 if you want to get that many =)

Once I had done the techs, I decided to make it all into one nice and easy to use sheet and let everyone with excel 2007 enjoy it.
I know it has helped me hugely in the past. Now it can help everyone (and hopefully make things more competitive

I've used it several times now, and the entire sheet seems to run fine in Excel 2007.

I've also successfully used parts of the Sheet by loading it into Excel 2003 that has been completely updated with Microsoft Office Update AND has the latest Office 2007 Compatibility patch added.

Raw UP Tab works OK, which is the main thing I use it for, soes, if you have a valid (haha... legit, legal, etc) version of Office/Excel 2003 that can be completely Microsoft Office Updated (and pass MS/Office Validation) and can load the Office 2007 Compat. thing you should be able to enjoy partial functionality of most of the Tabs, especially UP calculator.
