no, its not. It may be dishonest but its not against any rules. Rules for Ingame names state "no profanities" and thats about all.
It IS however, against forum rules to impersonate someone, but thats not relevant
@qacol, only way to sort this is to contact the guy, and convince him to change it. Otherwise, you could try contacting admin, but that is pretty unlikely to yield any results

This kind of thing was posted in the bug section. I hope people don't start using this bug. But hey I got a fan.

Edit: looking at the planets, it seems hes been stealing from some big players? so that multi thing is a possiblitly. or else a new owner in an account.
