ATs stop generating at 5k
Trade broker and/or direct trades lets you go up to 10k
to get above 10k you have to either spend $, use market trades or ascend.

You can also use Market turns to trade for personal attacks which can take you over 10k. There's no limit on personal attacks except for the fact that you can only do the one trade per week.
But remember personal ATs do not show up on spy logs.
