It has been handled that way at least since I am mod on this forums and that is a few years already.
I do not know what causes the common misconception that threads are to be locked at the wish of the author nor why people seem to think that was the case earlier.

Im in the mod team since 2006, and I can tell you that locking on author's request only ever happened if it was requested with good reason.
Ppl usually post a topic hoping for a certain reaction from the community, and when they get the opposite they tend to ask for locking it. Its not that game...
If you post a topic you will take all what's coming with that, be it good or bad.
