I'm sure the final stage of balancing will take place once admin has enough data from the tests on Beta. I hope other people have played Beta enough for the test results to be clear cut and obvious, or else we will have, as you say, power centered in a single camp.

Ahh yes, the Empire update, why not give the most powerful groups in the game the chance to use their numbers to get a monopoly on a new bonus, and deny that bonus to their enemies. Where does Jason come up with this crap, and why doesnt he read the many great suggestions by players ?
Regardless of public opinion this update will go ahead in main just like the last ones did, why ? Because Jason wont abandon a bad update when he has already wasted many hours coding it.
