The 4th turn used probably has something to do with the free ppt everyone got. So dont worry about that for now.
As for the turns not resetting, meh, maybe they dont reset if people have used 4 turns, since they normally would have had to cheat to get 4 turns in a week.. so it may have been meant to be a punishment for cheaters

I used 3 last week and it's not reset either, well, used 2 and got a free ppt from the patch...Could well be the fact a lot of players have used 4 (due to the free ppt) and that has stopped the reset code kicking in for some reason.

Actually what I think it is doing is Adding your Multiples for PPTs and counting them as Turns.
The Free 24 hour PPT did not add into the Market Turns Used.
Last Week I had one market turn used (UU) I purchased a PPT and it said I was at 3 used. This week again the same darn thing.
When you are selecting PPT via the market place it is counting both multiples as turns instead of multiples.
This is also why people are most likely seeing 4 turns used.
They used a market turn for something other than PPT in the beginning of the week and most likley used a market Turn for PPT before the update.
This would leave you at 2 of 3 market turns used for the week.
The 2nd PPT you purchased after the update (if it is counting multiples as turns now like I suspect) would say 4 market turns Used instead of 3.

Hopefully it is corrected soon.

Not quite what happened to me last week...
Last week, I bought a ppt early in the week (Monday), it said 1 turn used. Then I bought some troops, and it said 2 turns used. Then we all go the free ppt, still said 2 turns used. After that, I bought another ppt, and didnt really pay attention to how many i had left after that until this thread popped up. I dont know what happened, but it seemed to have started after that free ppt was given out (for me at least)

either way Jaxin still a crappy bug
I knew Monday I had to work 2 -12 hour shift and maybe a 16 one of those days to get caught back up after the holidays so I was saving my 1 PPT for Saturday/Sunday. Instead I had to go under critical for 28 hours between theose 2 days at a loss rate of over 400 million Naq per turn. So this little bug bit me for over 22 billion naq and it if it is not fixed again this week It will bite me again for another large chunk of naq.
Very frustrating indeed
