would you really want to upset the galactic council that upholds the universe, and protects the weak(newbies) and donators(traders/supporters) the very group that keeps all that is, what it is. instead of letting your 15k weapons turn into cheese(all those happy mice...) The only thing I came up with would be to divide the game into 2 parties. A galactic trade federation, and a "lucian alliance"-type. Traders can use the market, PPT, all that stuff. The Thugs can't use these cause they've been outlawed, but they can attack someone who's on PPT. However, this would mean that part of the galactic trade fleet (based on the combined powers of all those players) would have to face off against part of the Lucian fleet, and only if that battle is won can you continue to the normal battle.
Once you've chosen the dark side, you'll never be accepted into the trade federation again. You can no longer use the market, PPT, or trade with the federation members. That's a massive discouragement. The last part means that you can't set up a multi account to steal from a PPT-er and give the proceeds to another trader (not watertight of course, cause you could still attack for it).
Although this seems like a nice scenario, I think the impracticalities are too great. PPT was meant to fully protect, and should probably remain so. With the added limits on PPT's, the problem is no longer as bad as it used to be so there's no reason to alter PPT functionality (frequency may be another story but I won't get into that here).
