The issue is people sitting on PPT with -40 minutes or more...that's what's strange...

Maybe an "update" for farm fests, to avoid too much lag...which is very bad idea in practice, as the lag just extends as long as they come off, which is about 5-10min after turn change...

Was it not so that admin had it changed to differ ppt drop timing to some cases of having couple of hours (if not hour or two) difference?

Yes but normally you come off PPT at turn change before you hit -30min of PPT. Not like 4min after turn change...

True but I have heard of a couple of instances that this has not happened, and some coming off ppt over 30min after "timed drop"
