second, this rokie central is reliable, secure and neutral, who is the owner ?
third , when u lock two alliances in war (no hit from no participants) even for a month who d assure its not abused, im mentioning this because i ve see a lot of abusing of bugs.
the game war declaration should be on the game server , maybe we can ask for a optimization and as a community to change our war behavior.
a little suggestion.
war declaration classic : alliance A declares via forum a war on B and then call them via game , B answers. here the alliance power of A and B should be at a range so it avoids A calling a small alliance.
they enter in a 2 week war against each-other. the war is posted in the logs and it is calculated by power of units, weaps, MS and planet loses by the war system. members involved lose the ability to vac/ppt for two weeks.
to prevent intruders in this war they gain he ability of not being for more then 240 ats also they cant hit others for more then that. its a limitations just to prevent high lvl massing from other alliances or members.
its impossible to lock this members for two weeks due to players basing their game in their daily massing.
The admin team can be determined or made up of non players.thats a fairly easy fix..I think if this is stalemated over an issue such as that then we do not deserve this game..
The purpose for being locked in or out of the realm is so the numbers are accurate, what if the score came down to 10 points of ME..Im just saying.
Just to clarify also..in the hack issues Jason brought up..the system only works by specific sequence, by specifically copying and pasting the game screen off either FF or Opera..this does not mean you are limited to playing these 2 browsers, but it does mean they are the only means by which the system will recognize the data. Screen shots, notepads or any photo programs will not work. FF or Opera only.
edit..Lithium..the war declarations will be on the game server, the only thing going into Rookie Central is the data, this is where all of the scores are made and the awards are automatically generated..as I said in a previous post..the medals and ribbons can be made by each alliance and added to the data base and awarded specifically for them, or use the ones already in the data base..its a choice everyone will have.

well man im only saying theres a high possibility he wont accept + other alliances wont too. that calc can be incorporated int eh game and once a war is won we it can be recorded in ME page as a number or alliance wars or in the alliance page.
it can say smth like DDE vs ZYZ , clasic war , dates, won , 1 point

He don't have to accept it, all we would need him to do is balance the m.e points, we can do the rest. And make the war mode work so we are in the realm until the specified time has expired...basically finishing what is there and making corrections on the points.

I thought that at first, but if the ME is submitted for calculation by each user it could very easily act as a motivation for the fighters. Don't submit, your side doesn't score, and you start to lose in the points.
Could go either way, but I think it could be a motivation for some, more so if the records will be public.
Combine the discussion that ETL started and we come with a viable solution. The system can be configured to score in a variety of ways, it does not have to be the total stuff killed, it can be adjusted to score %'s in relation to army size..and yes no data entered = no scoring.

could be in case of fair wars not when one assault another alliance and the power doesnt match

An assault wouldn't be a war and how many times do alliances have (roughly) matching power levels? I might be able to approximate with the rankings, but somebody with more experience probably knows already...

That would solve the unequal alliance size/power problem and with the variety available, the alliances could agree on whatever they prefer.
Would that give rise to different types of wars? A community accepted norm at most, I reckon, but still another angle for interest.
