How is anyone who doesn't want to have massive stats, meant to effectively defend themselves, when they dont' get G&R.
And you're aware that, you don't get ANY when Nox is on. So simply staying in G&R won't work, since you'd need to keep re-activating it whenever you got back to 0 G&R. 1 hour off, 5 hours on.
Anyone who relies on the Nox to keep their defences up has made the conscious choice not to participate in the defence arms race. Hey, no judgment here.

But I have to agree, if you cannot pay the rent, you are kicked out of your house. Same thing should apply for the Nox.

So because you choose not to have a massive attack force so you can farm/raid, not to have an AC force, since you don't kill spies, and haven't spent 100s of trillions on your MS, you shouldn't be protected?
Pretty sure the nox never charged for their services.
And aren't you "paying rent" anyway? Since you loose 10% of your income?
The deduction of G&R was never designed as a payment, more of a limitation of those whom wanted to be in G&R range, but wanted to be protected also.

And yes its a great idea, to be honest to raid nox becomes waste of time that at this point of the game shouldnt be just something to waste time.

You misread the original premise; Nox is cancelled for inactives.
Inactives are not people who log in and have no stats. Inactives are people who do not log in for 30 days or more.
The GnR debate is a wholly different issue, and should be in another thread if it is to be discussed at all.

I don't see a single reasion why they should be deleted if they were auto-vacationed. I disagree with you. I would say 6 to 12 months before aut-vacation and never auto delete. Sure, though if you look, I wasn't quoting the start post, only the additional idea of it being cancelled when no G&R available. Which I said I strongly disagreed with. You then commented on my disagreement and it went from there.
PS: On the idea of it being cancelled on inactives. I think I'm leaning towards No. It takes time to do, and so larger accounts search for better returns. Leaving as is, would mean that there are accounts which new players can raid, and would be more willing to wait the time delay, since the yield is a much larger % of their army size.
