There is another problem with using Luna instead of Mimas.
Luna has a radius of roughly 1737km, whereas Mimas has a radius of just shy of 200km
the First Death star had a 160km diameter, whereas the second had a diameter of 900km.
In other words, to convert Luna to a Death star would require far more resources than Mimas, seeing as its diameter would be almost 3500km, or almost 4 times that of the second death star.

its not double, its quadruple... besides, when you double size, cost typically increases at least four-fold, possibly more.
It is also far more likely to not get away with converting Luna. Its too visible.

They made the mistake of Hubris. They thought themselves too safe. Thus, instead of merely building it out of the moon in question, we'll have it built below the surface of said moon. Once it is done, the shell will be cracked and fall off, leaving a shiny new weapon of mass destruction.

True. Far wiser to implement a rather thick layer of armor plating. (say, 3km thick) and seventeen separate layers of shielding with hextuple redundancy. Minimum. Might be a bit harder to move around, but only weapons of similar firepower would be able to penetrate that.
To keep such from being a problem, it would not be a bad idea to have an over-developed intelligence network. This network would then, while the weapon is being assembled, rat out sufficient numbers of opposing evil overlords so not only do no such weapons exist elsewhere, but the heroes are too busy taking care of those to notice this little construction project.

a decoy hm, has merrit, but still, the lingering thoughts of a that robot putting the doom in doomed star, haunts me
Also, 3km thick you say?, my god man, I hope your not the construction engineer :\
You'd use it to sufficate everyone in the construction site just to test if its possible .... twice
