I think a lot of TOC's depend on your target tbh. The rank 1 TOC, 7b, still can't take out a lot of players. Activity trumps levels 10/10. But what Jo said was right (Wow... I said it) 3b+ is a pretty good standard. I've got 3.5b atm and there's still people a lot smaller than me I couldn't take out, purely based on the fact that they have no life and refil every 9hrs to piss my life off, and cause of their damn levels I need 12hrs to kill em
...but I'm not bitter or anything...

You need to take the recent updates into account.. check the whatnot, the page of the ascended updates regarding TOC. Contains the formula.
