I agree with this.
I dont agree. Everyone I know with really high covs have friends with the same(ish) cov lvls... this would just mean they have to both save to get one of them to get to the next.. a SOLID cap on Covs would be a better idea if you wanted to prevent people from continuing up. Yea, it will slow them down a bit till they decide to work together and boost one at a time.. but it will not stop them.
(sorry, i dont meant to be argumentative.. Just saying what I think.)

Right, but you can get to level 42 yourself, 43 you need a very trusted friend to hold 1/2, then 44 you need 4 fiends, 45 = 8.
Hard caps just means people can't go up, and instead built monstrous MSs again, or planets so massive, 1/2 their stats are hidden away under merlin'd duals.

While I agree with the theory, I think the combination of this update and the scaling update (difference cap) does exactly that.. create a soft cap, with a point of no value for new covert levels. Diminishing returns and such.

So yes, sure.. you can invest Lordknowshowmany quadrillions of Naquadah in buying another covert level, or you can spend it on things that are a lot more effective.

Like unit production for the units to compensate for the reduced effectiveness
