Paid or not they don't exist to buy in the first place.
They do exist, like Americas economy does. It just closes until it is out of the deficit, well the game that is
its like when your explaning negative numbers to a class in school.
If 6 people walk into an empty room, and 8 walk out, how many people have to go back in for there to be 0 people in the room.

Yeah but as a Brit I should be able to just create some more. They would exist just as long as nobody comes and fights me and I have to pay up.

As I recall, your top priority for the first... week? ...was making absolutely sure that there was not a single trained merc available for mH.
Feel free to sell them or kill them, but try not to let them go to MaYHeM:
