Technically American soil - since the Spanish-American war around 1900. While under Cuba's ultimate sovereignty (which has been a point of contention since Castro), the USA has territorial and judicial control. So.. it is comparable to the former Panama Canal Zone (administered by USA until 1979). I suppose you already knew that. Ah well. I like to post. >_>
