This is available in the Development Server. Could you test and see if it works for you?
If the planet is cloaked, you will see a 'Decloak Planet' button. Pressing the button will return the planet to our normal dimension and reduce the Merlin time remaining to 0.
You receive no Merlins back, regardless of how many you had on the planet when you cancel it.

Since there is really nothing that can go wrong with this one, this has gone to Live.
Added a checkbox for convenience ( / noob mistake prevention, since this can be costly).
Also added some logging to selected planet operations, relevant here is that
you get a PM if you decloak your planet (so you can keep track).
