You wouldn't. You would have to coast along eternally riding the coat tails of those that did. This is why i do not favor the Nox at all, they just wouldn't be much fun, nor would they be competative.

While I like the idea of more races, and suggested it when I first started playing, the game as it stands now has four main stats, strike, defence, covert and income. If you wanted to include additional races you would either have to expand the game or start using combination bonuses where a race gets x% of a and y% of b. Each race could then have a different combination, allowing for more races.

If you opted to include another race, you could make their bonus revolve around untrained troops. Instead of getting 3 per upgrade, they could get 4, and the the upgrades could be slightly cheaper. (would work well for the wraith, simulating their rapid feeding/growth. aka ancient bane)
Alternatively, you could give a race an "agression bonus" by having their attack turns come in at a slightly faster pace.
There are still a few ways to give a new race a different bonus without changing everything around yet.

Way way way way waaaaaaaaaaaaaaaaaaaaaaaaaaaay to powerful. Imagine where you would be now if your troop upgrades had been cheaper and had 33% increased effect.

I don't think it would be too powerful at all. If you are panicked about it, maybe limit the number of mercenaries they could buy, or don't allow them to use mercs at all.
Alternatively, you don't have to make the upgrades cheaper AND more effective, you could make them cheaper OR more effective. I would favor more effective. IE same cost as everyone else, but more of them.

the wraith are in the peggy galaxy, the prometheus is going there not the wraith coming here

..........the asgard are in the milkyway and only there homeplanet and a few of the other they colonized are in a different galaxy
many of there worlds are in the milkyway

my suggestion have race like all
free jaffa nation race.. bonus unit prod or mercenarys less casualties during battles -due to jaffa being able to heal themsleves all all 3
goa'uld race bonus naq
tokra race.. bonus on sabotage or
human bonus attack
asgard bonus defence.
replicator bonus spy
re2 bonus AGAINST spying and sabotage - coz no can see them.
and furlings... bonus on repairs or everthing 15-25% cheaper
what do u think???
