I think it depends on how your alliance deal with alliance business. You trust your alliance leader to make a peace treaty or NAP with other alliances that s/he deem trustworthy. For our alliance, the consequence of breaking a peace treaty ranges from ejection from the alliance, compensation to the attacked player, to giving a permit to the affected alliance to mass the officer who broke the alliance.
Usually after a breach in agreement happens, the alliance leaders confer on what should be done, what the damages incurred, whether it's the first violation or not, and what compensation will be accepted.

There's no such thing as 'strong enough' for a player when facing down a team of players, and an alliance works as a team of players. Our alliance have battle plans drawn out in case we do need to mass someone so that we know what part we will be doing. If our team is not strong enough for this player, then we ask for assistance from our 'connections'.
For the first 24-48 hours after the attack (may be a longer timeline depending on how active your alliance leader is), I advice you not to jump the gun and attack back. Report to your alliance leader, let them pow-wow, message your attacker to ask the reason for the attack, the whole thing could've been a big misunderstanding.

I was attacked from a clan, that are strong enough to dont give a stuff about ohers. [ Delta Force Elite ] .
1 of the officers Reece [ Delta Force Elite ] stole about 400 mill from me. There clan Leader. will not do anything about it, even tho we had a Peacetready.
What do you think ???

One thing to remember in an alliance dispute: Don't add fuel to the fire. Someone attacked you from an alliance that you have peace treaty with, you keep mum about the subject until all things are settled. Don't write about it to the forum and throw accusations and don't send derogatory messages that will antagonize anyone from the opposing alliance. If they are not settled to your satisfaction, you can consider joining another alliance that would suit your demands better. Talk with your alliance leader to discuss why s/he would keep the peace treaty with the other alliance. Don't just complain about it, people have no patience for that and you learn NOTHING from it.
Anyway, go into a peace treaty with the mindset that all alliance can't be trusted unless proven otherwise, but go out of a peace treaty with the mindset that everyone is innocent unless proven otherwise. Same thing with marriage
