They aren't the home planet. They show up as ??? on the persons page under additional planets (as opposed to having "no additional planets").
The only difference between those and normal planets are that they can't be spied. You can still attack and take them. In fact, I've got one or two I've found that I'll be hitting in a few hours. Feel free to msg me if anyone wants to buy one.
(as an aside, I actually like taking those planets. It's like christmas, I never know what Im going to get until I open the present. Especially when I know someone who picked up a 1.6 billion covert planet that way)

ive conquered 2 "ghost planets" and they happended to be both covert planets, maybe just coincidence?

Coincidence. Some people I know have conquered various other planets.
