wow... really got some good response from the idea... firstly let me clarify: i only ever inteded the idea to gamble in game naq, and perhaps units... but the thought had only gone as far as me wanting to win lots of naq without earning it 
although i enjoyed seeing peoples views on the laws and ethics of gambling all my idea stood as was:
a side game/ something else then building up, building up, attack, mass... rinse and repeat.
just wanted to see a little depth, even if it were just a lottery, i know alliances and stuff do them, but a "galactic" lottery that widespread.
