perhaps hes trying to flood the game with inactive noobs to boost GnR range? i boudt itll b anywhere near enough to raise it significantly but if he makes enough... it could work

I don't think so, like that he cares about others, he cares about himself... I think it's for the massive resources, he can get like 1,5 trill naq in 10 days if he will have that many accounts...
I suggest that admin, IP bann him right now, cause It's really annoying to see someone having 120 MULTIES
