am I getting this right so instead of having a ++%bonus to races you have a -%bonus to the race so Gould makes -(minus)30% income bonus and so on?

Hmmm Tauri, sucky offense but cheap offensive weapons. Asgard, sucky Defense but cheap defensive weapons. It seems balanced but 25-30% weakness is way more than whatever bonus the cheaper weapons can give you.
Kinda makes sense that your offensive weapons are weak because it is cheap. The same for the defensive ones.
