Surprising how much such weak players lack as much stats as intelligence

Hmm, I am a planet thief and have a covert level of only 22. I had a pretty nice account but traded it for one that I can steal planets with. My IQ is just a little bit higher than 22 (just multiply by 6.5). Even if you do have a high covert level your IQ according to your system would still suck.
The only way to "hurt" a planet thief is to catch the MS while the fleets are still on it. Let's say that you destroyed all my fleets, that would only put me down about 60 bil.

Sorry for that comment, but thiefs I met ingame fit what I said, I don't say all planet thiefs are ALL like that, but there are quite some who are stupid...at least in their pms

I get what you are saying. When I had a pretty good account and some nice planets a planet thief decided to take my planets so I pm'd him on the forum (my ingame is buckner) saying I was a nice guy and sent him fake stats of my planets. I made the planets look super defended and low UPs. He bought it hook line and sinker and did not touch them.
