change the raiding cap to say 5 mil total army size rather than 75mil thatll do it

actually it's almost imposible to start this game from the begining
army sizes of people are just tooooo big....
The funny part of this is this is what the older players asked for and all the n00bs cried and said it was a way to hurt them and keep them down.
It has come full circle now
