i dont, if u want ppt buy it, simple as that, if u cant afford it or dont want to spend money pay ingame resources for someone else to pay for u. Thats the point. The more u ppl keep pushing for ppt and ss without paying the less valuble ss really becomes
If nothing else, the reason for SS is to support the site!!!

Making it free would remove support from the site. They have REAL costs for providing this game, support, bandwidth, equipment... This is REAL money, not naquadah. Making a "SS Happy Hour" would completely derail support to the site. I'm sure this has been beaten in already, but I thought I'd make it a little clearer...
Now, Volume Discount... That would be cool. Buying SS for your Alliance or PPT for your Alliance... that would be cool.

yes and while we're at it lets just give a big clap to all the multi accounter that would never ever take advantage of this...
while your there please step aside for them as they will have a huge influx of units from friends quitting the game and senmding all their stuff with this SS happy hour
