No, I agree with Wolf359. This would be the best way to avoid abuse of the ability to change race. Obviously players wouldn't take a race change so lightly anymore seeing as they can only do it a small number of times.

let's see how much people will abuse race changes after that is put into effect. but i don't think anyone would want that to happen...hmm...
