Yes... Ever since UU stopped fighting; that has been the general understanding.

Er... either way (I think?). 
When UU stopped fighting, UM could no longer be used like their military counterparts 9as meatshields etc.), and suffered a serious blow in usefullness.
Granted, they still had more going for them than they do now... but meh
