I have excluded those players (they know who they are) as my competitors, i never count them, so if I'm rank 5 I consider myself as rank 1

Ok, I have been on the quantum almost every turn since it started and I am still under 250 army. I am using stage 2 and for some reason, cannot seem to compete with people with 3k+ army sizes. What the heck is going on? I smell cheating. Well, I have been putting all I can into miners and I still have not been able to generate the UP of some of you guys have already. Stop buying SS this early on and auctually play fairly. Because, I am, and this crap is annoying.
