not loose 10%... 10% will go in the open every turn...

if someone else brokers you and you accept, the naq will go into your bank.

if you set a broker and the other accepts, the naq will go into your bank until its full, the naq that cant get into the back will be in the open.

i have trades of 300 bil and my bank is 100 bil, when i accept with a nearly full bank it still puts it in my bank. but as you said 10% of the overlimit will go into the open each turn. (if the other accepts all of it gets into the open, lost 250 bil because of that once)
