Why not just get rid of lifers completely?
I think they have outgrown their purpose now.

If I remember right the original reason they were put in was to limit troop sharing right? That in addition to the 1% desertion rate that is.

no way. those who want to ascend 20 times will have to take the risk of having way too many lifers.....i know i prolly won't ascend further than to lg+1. there is a very very simple way,how to ascend and have bout same number of lifers that u had when u were unascended...
example:
u have 1m lifers when ur unascended....and when u ascend 20 times,you have 2-3m lifers
it's not bug exploiting btw.....just...."team play"

Solution:
Stop being an idiot and training miners. When you reach X number, you shouldn't need to 'train' anymore. Lifers == miners, with the sole exception of being able to untrain one of them.
