the reason such things are being suggested, is that new players are too weak... (something like 30 UUs, some naq, and little else)... more stuff is needed to make more stay....

also, it needs a boost, not to give them an advantage as such. When you and anyone else started it was like, 1bill naq OMG SO MUCH! nowadays its 10trill is like that... as the game grows the little ones get left behind...

quite often, those that want to help, only want to help, so they have pretty much only newbies as officers...
but most players want to have officers with huge UP that dont get into trouble in any way...
