i think we would have to leave "details" up to admin, i was just outlining a general idea.
but i do believe in keeping it as simple as possible that way it has a better chance of flying.

it would kill lone wolfs, not being able to do AT trades. Would force everyone into alliances.

Alliances already force lonewolfs into alliances. in the wild the lonewolf is destined for death without the protection of the pack.
and besides you can't please all of the people all of the time...yada, yada,yada

While I do agree to an extent, lone wolves do thrive ingame at this time. This would kill them quickly.
On a positive note, it would go along way to stop multis. and increase the alliance activity, maybe even slow or stop the sniper accounts as without abundant AT they will slow, and in a pack that can be punished for their actions, they will either be more careful or be forced to leave the pack.

I think admins could do this... to all accounts not used ( not logged for lets say 30 days or more ) turns gets back to market once at week...this way they get lifers.. so they get to be better farms...
to avoid crazy market on mondays there most be an addition.. to divide this in to 7 different moments to be done at week divide this in races,
Monday asgards
Tuesday tauris
Wednesday goaulds
Thursday replicators
Fridays ascended and descended
and accounts with fss and abandoned
Saturday goaulds and descended
sunday ascended , tauri , asgards and replicators
( most of accounts are goauld so ....)
not this order but its an idea
it is balanced and can be worked out a lil bit more before they run it .
also i voted yes for the other option.. for us small players is getting to hard to grow.. maybe u guys with big accounts remmeber when u started and a lot of turns blah blah.. guess what.. its no longer a playable game with so little amounts of turns and such big accounts u need to defend from...

ooh by the way and most important.. it most be with ramdomized hours so nobody explodes this as ussual players likes to look to exploid things to get advantages

A simpler idea and one already suggested over and over is,,,
All account that have hit the 4000AT limit, continue to make AT, they go on the market. This does 2 things. Keeps the AT market going, while stopping automated AT production, and makes a good use for inactive accounts again.
The at produced by inactive accounts go on market every turn.

Replace automated turns with ATs from inactive, if edveryone come back and use their ATs, no automated ATs (unlike to happen!)!

There will always be inactives. People will go to public places and create 5 or 10 dead account simply to have farms and AT creaters LOL
