Yeh it seems alot of ppl are in agreement on that part at least. hopefully that will change though and COP can try 'vetting' their potential members maybe on a more regular occasion just to see if they have done that. 
otherwise i find them to be generally just a good group of alliances playing the game well, as CIA is doing now against them. If u wanna beat COP its pretty simple, just join against them in the war and there u go. of course then there is a new superpower...
