Madman(Recruiting) with 49 mil playable units
Antz with 218 mil playable units
So 509 mil units that you can still play with.
On Omega's side
There is 1200 mil units that are still in play.
Legion population at the start 1,848,920,869 currently killed 746,019,910 (509mil left) which would leave 593 mil or so on vacation mode in the legion
Ω Allegiance population at the start 2,664,464,654 currently killed 426,570,547 (1200mil left) which would leave 1038 mil or so on vacation mode in the Ω Allegiance

They changed the formula for calculating vote power..
It's no longer based on army size alone, though that plays a considerable factor.
