Hmm... your friend should only need to wait for two days before getting the email to get onto the forums. someone want to forward this to one of the forum admins?
As for the game, either:
1. Game Servers overloaded with players and their accounts.
2. Maintenance on the Servers isn't going so well.
3. Someone keeps hacking the Servers (not funny
)
4. Something else (I don't know what)

EDIT: Ascended time is now restored. Unsure about other servers though, and main is still waiting...
