Isn't The Collective still at war with Alpha, maybe The Collective is losing the war and thought extortion is a easy war to gain resources needed to try and win this war.

The war was declared a draw very recently.
The Collective DOES not condone extortion (As stated by ~Odin~) Satan shall be dealt with, do not be surprised if the next time you encounter him he is wearing some different tags

but to be effective, it must be done by an alliance or player that can back up their claims.
correction, the person being extorted has to be stupid enough to give in to such demands.

I agree extortion is only effective if the target is willing to pay the amount requested.
Yes the CoTO / Alpha was a mutual agreed draw.
I am sure that Satan666 will be dealt with by his alliance and informed that certain 'extortions' can be done and cant be done.
But I am sure that Satan666 after been so informed by his alliance would also be supported by his alliance if any action is taken against him.

turns out to be a 100% misunderstanding from another game all together, I had zero clue what the deal was. Totally unrelated to SGW
