as i said...the numbers given are just examples, they can be set to whatever would bring the most balance. you could stretch it from 30 mil to 50 mil, losing one planet per 2 mil growth. it's a very flexible idea that can be worked in any number of ways.
and yes you could sell UU to stay under the cap, but that is a choice of the player, if they want to run the risk of losing a higher % of units through massings and wars because they want a smaller army that is their choice and ulitmately, their problem. remember limiting the number of planets of the same type would prevent UP machine accounts so even the smaller players couldnt grow at huge rates so selling UU to stay under the cap wont get them very far anyway.
also remember, big players would be able to steal planets BUT, they would be automatically abandoned. this would give some incentive to get above the cap, no planets to lose. this would help to stem the tide of those who sell to stay under the cap....
