What PoT said...and actually, he does some bad things, but also some good ones.
When I had different positions in politics (yes I used to be one of those fighting actively on debates for the socialism...now I'm out of that, been enlighted I can say.) I was 100% against him. Now...don't mind him, unless he decides bad things.
I thought of him, but his actions aren't a mess enough.

either anarchism, because the joker is right, it is fair...
but then again anarchism generally leads to one other thing...a dictatorship, which I believe would be the best. One person with advisers responsible, people trusting in their rule, all capable of uprising and removing the dictator. Not as easy as I put it...but demo's never work, some people just dont deserve the right to decide...and monarchs...meh....one family in so much power, I suppose its a dictatorship to a degree, but probably a more refined version because different branches, more for the dictator to lose or to compete with.
Communism in theory is the best theory, but humans are too selfish to comprehend it and make any sacrifices for it.

That's just a question of how well build up the educational system is. Also how competent your police force is in making sure that any thieves, robbers, corrupt bureaucrats and whatever dont' roam free.
