To quote how Paul Lennon (ex-premier for those who don't know, resigned due to bad conduct and whatnot earlier this year) was probably thinking when he upgraded the Elwick Racecourse..
"Ohsnap, our Public Health system is going under, the Royal Hobart Hospital is understaffed and waiting lists are up to 2 years long, I better go spend $23m on a racecourse for my buddies to bet at"
